REQUEST FOR EXPRESSION OF INTEREST (EOI): PROVISION OF PIPELINE INTELLIGENT PIGGING SERVICE FOR EACOP UGANDA

REFERENCE NO. REQ-00001256

East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Pipeline Intelligent Pigging Service for EACOP LTD within Uganda.

The EACOP Project involves the construction and operation of a buried 1,447 km cross-country heated pipeline transporting crude oil from lake Albert, Uganda, to Tanga, Tanzania’s Eastern coast for export. It spans 298 km across ten (10) districts in Uganda and 1,149 km across eight (8) regions and twenty-five (25) districts in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES

The Contractor shall provide specialized intelligent pigging tool spreads and tracking systems to perform intelligent pigging inspection campaigns across Uganda’s pipeline sections. This covers;

  • Export Mainline Segment 1 (from Pumping Station 1 in Kabale to Pumping Station 2 in Sembabule, 184.5 km, equipped with 9 Main Line Block Valves).
  • Export Mainline Segment 2 (from Pumping Station 2 to the cross-border receiver at Pumping Station 3 in Muleba, Tanzania, 220.8 km, equipped with 11 Main Line Block Valves), featuring the critical Kagera River HDD Crossing.
  • An optional Tilenga Feeder Line (from Central Processing Facility CPF-Tilenga to Pumping Station 1, 97.4 km, equipped with 6 Main Line Block Valves).

The inspection program is structured in a phased execution schedule. The Contractor shall execute two (2) segments in Uganda during the 2027 operational year. The scope encompasses pre-inspection cleaning, gauging, deformation inspection, high-resolution metal loss & crack detection utilizing proven contractor-proposed technologies (MFL/UT/EMAT), high-accuracy IMU/DGPS mapping, acoustic/ electromagnetic pig tracking and trap operations under strict PTW rules, and comprehensive data processing, defect sizing, and Fitness-for-Service assessments for EACOP PIMS integration.

All proposed inspection tools, cups, discs, and sensor arrays must seamlessly navigate multi-wall thickness and internal diameter variations across standard burial (10.10 mm WT / ~589.4 mm ID), cased/road crossings (11.88 mm and 12.58 mm WT), wetland/waterbody crossings (14.02 mm WT), and heavy-wall hot induction bends (up to 16.77 mm WT / ~576.1 mm ID) without losing drive seal, damaging sensors, or suffering sensor lift-off. Furthermore, systems must be engineered for waxy crude operating conditions (up to 63°C WAT, 0.21–0.24 m/s low velocity).

Proposed teams must feature ASNT Level III certified ILI analysts and senior operations engineers experienced in waxy crude environments, utilizing tools rated for 70°C, 300-hour continuous logging autonomy, and multi-diameter adaptability, all in compliance with international standards (POF 2021, API 1163, ASNT ILI-PQ, ASME B31.4/B31G).

Amendment to previous REQ- 00001256: For this scope of work, it is EACOP’s intention to enter into a combined contract comprising a joint venture having registered entities or local partners in both Uganda and Tanzania and that the services will be performed cross border by each local partner. The relevant EOI for the Tanzanian part is REQ-00001266 which can be found in the local journals or EACOP’s Goods & Services procurement website EACOP Goods & Services – EACOP – East African Crude Oil Pipeline.
