Kyambogo University is hiring a Chief Human Resources to initiate, manage, implement and monitor Human Resource policies, strategies, guidelines, rules, and regulations; and to guide the University on all matters of Human Resource Planning, Management and Development.
Key Duties and Responsibilities:
- To plan, advise, coordinate and supervise all activities related to human resource management
- To ensure that salaries and wages are administered in accordance with the university policy
- To prepare plans and budgets for the Human Resource activities in the University
- To provide technical support to departments on the interpretation of Human Resource Manual, staff regulations and other relevant human resource issues.
- To prepare submissions for the appointment, confirmation, discipline, transfer of staff in the University service;
- To ensure efficient and effective Staff Training and Development
- To coordinate the recruitment process in accordance with the University recruitment policy.
- To ensure the annual staff performance appraisal by circulating appraisal forms to Heads of Departments and provide guidance on how to conduct an effective appraisal
- To ensure a harmonious relationship between Management and employees of the University.
- To ensure that welfare services to staff such as transport allowances, death and funeral arrangements and expenses are provided in accordance with HR manual
Key Outputs
- Human Resource policies, regulations and practices in the University initiated, developed and implemented;
- Human Resource plans and budgets prepared;
- Annual recruitment plan prepared and implemented
- Submissions for appointment, confirmation, discipline and staff transfers prepared;
- Payroll and staffing control system managed and maintained
- Personal records for staff of the University efficiently managed
- Staff advised on career development and counselled.
- Line departments advised on the interpretation of Human Resource Manual, Human Resource Policy, staff regulations and other relevant human resource issues;
- Terminal benefits processed and submitted to relevant authorities for necessary action,
- Performance of all University employees appraised
Qualifications, Skills and Experience:
- Must have a Master’s degree in Human Resource Management. Industrial and Organisational Psychology, or MBA (HR option) or equivalent and relevant qualification from a recognized awarding university/institution
- An honours Bachelor’s Degree in Social Sciences, Development Studies, Social Work and Social Administration or Arts or Management or Law or Commerce/ Business Administration.
- Should have high integrity with excellent communication, leadership and interpersonal skills
- Should have proven ability to supervise teams and transfer skills and knowledge to others through formal training and technical support
- Should be computer literate, with good working knowledge relevant computer packages
- Ability to meet deadlines and work with minimal supervision
- Ability to work under pressure with frequent interruptions and changing priorities
- Excellent decision-making and time management skills
- Ability to effectively communicate orally and in writing
- Ability to effectively supervise personnel and complete all associated personnel actions in a timely and accurate manner k) Should have the ability to work independently and to coordinate and consult effectively as part of a team.
WORK EXPERIENCE
- Should have a minimum often (10) years’ work experience demonstrating increasing levels of responsibilities, professional experience, and leadership in a reputable organization, five (5) of which should be at Senior Management Level in HR function, at the rank of Deputy Chief Human Resources, Assistant Commissioner Human Resource Management or equivalent in a reputable organisation
