CALL TO UGANDAN INNOVATORS- OPPORTUNITY

INTRODUCTION
The Ministry of ICT and National Guidance (MoICT&NG) is mandated to lead the digital transformation of Government services, systems, and institutions. In the 2025/26 financial year, the Ministry shall oversee the digitisation of a number of priority Government systems across multiple sectors. These systems are intended to improve efficiency, transparency, and citizen access to Government services.

The Ministry is committed to engaging Ugandan innovators in this work and building a sustainable pipeline of locally developed Government digital solutions. To this end, MoICT&NG issues this Call
to Ugandan Innovators, inviting developers, start-ups, technology companies, and academic
institutions to participate in the Government Systems Prototype Showcase.

PURPOSE AND OBJECTIVES
The purpose of this Call is to identify, assess, and register Ugandan innovators who have developed working prototypes or functional systems relevant to Government service delivery. The Prototype Showcase shall achieve the following objectives:

  • To identify Ugandan innovators with demonstrated capability in developing Government relevant digital systems.
  • To establish the Uganda National Innovator Registry — a database of vetted Ugandan
    innovators from which the Ministry and partner MDAs shall source candidates for Government digitisation assignments.
  • To assess and shortlist prototypes suitable for deployment, adaptation, or further development as operational Government systems.
  • To promote local content and Ugandan-built digital public infrastructure.

SCOPE

This Call applies to:

  1. Ugandan-owned and registered technology companies and start-ups.
  2. Individual Ugandan software developers and technology innovators.
  3. Universities and research institutions based in Uganda.
  4. Innovation hubs and community technology groups operating in Uganda.

Consortia of Ugandan-owned entities shall be eligible provided the lead entity is Ugandan-owned
and registered. Joint ventures involving foreign firms shall not be eligible under this Call.
All applicants shall submit applications exclusively through the Government Digital Registry (GDR) portal at gdr.go.ug/innovators-showcase.
