Supervises AMUKA project staff and field facilitators, Girls Empowerment Mentors, Peer Educators, and other project staff assigned.
Works Closely with A4HU HQ staff, DSW, Oyam District Local Government, sub-county leaders, schools, health facilities, community leaders, and civil society partners.

Project background

Action 4 Health Uganda (A4HU) is a Ugandan non-governmental organization committed to improving the health and well-being of young people. A4HU works with government institutions, communities and development partners to improve access to sexual and reproductive health and rights information and services, prevent HIV and gender-based violence, strengthen youth leadership, and promote sustainable livelihoods.

A4HU, in partnership with Deutsche Stiftung Weltbevölkerung (DSW), will implement the AMUKA – R!se-Up Against Teenage Pregnancy and HIV/AIDS in Oyam District project from 1 August 2026 to 31 July 2029.

The project aims to contribute to the reduction of teenage pregnancy and the prevention of HIV among adolescents aged 10–19 years in selected areas of Oyam District. It will empower adolescents with life skills and age-appropriate sexual and reproductive health information, improve access to adolescent-friendly services, strengthen referral and case-follow-up systems, and promote supportive attitudes among families and communities.

AMUKA is a three-year project implemented by Action 4 Health Uganda (A4HU) in partnership with Deutsche Stiftung Weltbevölkerung (DSW) in Oyam District. From August 2026 to July 2029, the project will support 12,600 adolescents aged 10–19 to make informed sexual and reproductive health decisions and reduce their risk of teenage pregnancy and HIV.

The project will work with adolescents, families, schools, health facilities, and community and district structures in project sub counties.

 

Role Summary.

The Senior Project Officer (SPO) is the lead implementation officer for the AMUKA – R!se-Up Against Teenage Pregnancy and HIV/AIDS project in Oyam District. Reporting to the Projects Coordinator the SPO provides day-to-day technical, operational, and administrative leadership to ensure the project delivers quality results for 12,600 adolescents aged 10–19, on time and within budget, in line with A4HU, DSW, and donor standards.

Purpose of the position

The Senior Project Officer will lead the day-to-day implementation of AMUKA in Oyam District. The officer will coordinate staff and partners, ensure activities are delivered well and on time, monitor progress, and prepare project reports.

Main responsibilities

  1. Project Planning and Budgeting
    • Prepare and implement annual, quarterly, monthly and weekly workplans, activity schedules, and Track implementation and Budgets .
    • Ensure workplans are aligned with project targets, district priorities, and donor requirements.
    • Review and adjust plans based on monitoring data, emerging needs, and implementation challenges.
    • Participate in project planning and review meetings with DSW, A4HU management, and district stakeholders.

 

  1. Coordination and Implementation

Coordinate project activities across the target location, including:

  • Peer clubs and youth groups formation
  • Mentorship programmes (including Girls Empowerment Mentors)
  • Community dialogues and sensitization sessions
  • Health outreaches and adolescent-friendly service provision
  • Referral follow-up and case management
  • School re-entry support for adolescents
  • Ensure activities are implemented according to agreed technical standards and timelines.
  • Organize and facilitate training, orientations, and refresher sessions for project staff, peer educators, teachers, and mentors.
  • Support the establishment and strengthening of Youth Empowerment Centers and other project structures.

 

  1. Supervision and Team Leadership
  • Guide and supervise project staff, Girls Empowerment Mentors, peer educators, teachers, and Youth Empowerment Centre staff.
  • Conduct regular performance reviews, supportive supervision visits, and mentorship sessions.
  • Foster a collaborative, respectful, and inclusive team environment.
  • Ensure staff and volunteers understand and adhere to safeguarding, child protection, and code of conduct policies.

 

  1. Technical Quality and Service Delivery
  • Ensure adolescents receive accurate, age-appropriate sexual and reproductive health and rights (SRHR) information.
  • Ensure safe and timely linkage of adolescents to SRHR, HIV, protection, and psychosocial support services.
  • Strengthen referral pathways and case-follow-up systems between communities, schools, and health facilities.
  • Promote family and community support for adolescent health, including engaging parents, caregivers, and community leaders.
  • Integrate gender equality, disability inclusion, and safeguarding into all project activities.
  1. Stakeholder Engagement and Partnerships

Maintain strong working relationships with:

  • Oyam District Local Government and sub-county structures
  • Schools and school management committees
  • Health facilities and health workers
  • Community leaders, religious leaders, and cultural institutions
  • Civil society partners and youth networks
  • A4HU and other development partners
  • Represent A4HU in district coordination meetings, technical working groups, and partner forums.
  • Advocate for adolescent health priorities within district and community platforms.

 

  1. Monitoring, Evaluation, and Learning (MEL)
  • Monitor activity quality, progress against targets, and implementation challenges.
  • Work with the Data Officer to review project data and use findings to improve implementation.
  • Ensure timely collection, verification, and submission of activity data.
  • Document lessons learned, success stories, and best practices.
  • Support baseline, midline, and endline assessments, as required.
  1. Reporting and Accountability
  • Prepare quality timely monthly, quarterly, and donor reports, including progress, challenges, lessons, and results.
  • Ensure reports are accurate, complete, and submitted according to agreed deadlines.
  • Monitor project expenditure, prepare activity requests, and account for funds.
  • Ensure value for money in all project activities.
  • Maintain complete an organized project records and documentation in hard copies and soft copy Knowledge management system.
  1. Risk Management and Safeguarding
  • Identify and report any suspected safeguarding, operational, and financial risks.
  • Support appropriate action to mitigate risks, including safeguarding incidents.
  • Ensure compliance with A4HU policies, Safeguarding Regulations, staff code of conduct, child protection, prevention of sexual exploitation and abuse (PSEA), fraud prevention, and confidentiality.
  • Promote a safe and respectful environment for all adolescents and community members.
  1. Strategic Planning and Adaptation
  • Contribute to A4HU overall strategy reviews and adapt implementation approaches based on evidence and community feedback.
  • Identify opportunities for integration with other A4HU and DSW programmes Including Resource Mobilization Agenda.
  1. Capacity Building and Mentorship
  • Develop and deliver capacity-building plans for project staff, peer educators, and community structures.
  • Mentor junior staff and emerging youth leaders.

 

  1. Community Mobilisation and Demand Creation
  • Lead community mobilisation efforts to increase demand for adolescent-friendly SRHR and HIV services.
  • Support the design and implementation of demand-creation campaigns.

 

  1. Quality Assurance and Technical Support
  • Conduct regular quality assurance visits to project sites.
  • Provide technical support to health facilities, schools, and community structures.
  1. Partnership and Networking
  • Build and maintain strategic partnerships with district health teams, education departments, and other stakeholders.
  • Represent the project in relevant district and national forums.

 

  1. Resource Mobilization and Sustainability
  • Support resource mobilization efforts, including proposal development and potential local donor engagement.
  • Promote sustainability by strengthening local structures and systems.

 

15 Digital and Innovation Integration

  • Promote the use of digital tools for data collection, reporting, and adolescent engagement (DHIS 2, Google Forms, SMS, mobile apps).
  • Identify and pilot innovative approaches to reach adolescents.
  1. Communication and Visibility
  • Develop and implement project communication and visibility plans in consultation with A4HU communications and advocacy Officer.
  • Document and share success stories, case studies, and lessons learned.
  1. Team Wellbeing and Resilience
  • Promote staff wellbeing and resilience, including mental health support.
  • Foster a positive and supportive work environment.
  1. General Responsibilities
  • Treat all adolescents and community members with respect and dignity.
  • Promote gender equality and disability inclusion in all project activities.
  • Use project resources responsibly and keep complete records.
  • Carry out other reasonable project duties assigned by the supervisor.

 

Required Qualifications and Experience

  • Bachelor’s degree in public health, social sciences, development studies, gender studies, community development, education, or related field.
  • At least five years of relevant project experience, including experience of supervising staff or coordinating partners.
  • Experience in adolescent health, SRHR, HIV, gender, child protection, or youth programming.
  • Experience working with district local governments, schools, health facilities and community structures in Uganda.
  • Good project planning, budgeting, report-writing and communication skills.
  • Fluency in English; ability to communicate in Lango/Luo is an advantage.
  • Motorcycle riding skills would be an added advantage.
  • Willingness to travel regularly within Oyam District.

Contract conditions

This is a full-time position based in Oyam District. The contract may be renewed during the project period, subject to satisfactory performance, available funding and A4HU policy. Appointment is subject to satisfactory reference and safeguarding checks.
