1. Job Purpose

The NOC Manager provides strategic and operational leadership over Savanna Fibre’s 24/7 Network Operations Center, overseeing both FTTH/FTTB (GPON & Enterprise) and 4G LTE (Core, RAN, and Transmission) domains. The primary role is to ensure maximum network availability, rapid incident resolution within agreed SLAs, proactive capacity management across backhauls and upstreams, optimal shift coordination, and compliance with internal and regulatory reporting standards.

2. Key Responsibilities & Operational Duties

A. Unified Leadership & Team Management

  • Lead, mentor, and supervise domain team leads (4G NOC Team Lead and NOC Level 2/FTTH Team Lead) to ensure cohesive 24/7 shift coverage across both networks.
  • Oversee shift scheduling and roster planning to maintain optimal staffing across Provisioning, Core/POP Monitoring, Enterprise Support, and Field Escalation desks.
  • Foster cross-functional collaboration between NOC engineers, IP Core teams, Field Support teams, and external service vendors.

B. FTTH & Fixed Network Operations (GPON & Enterprise)

  • Direct 24/7 continuous monitoring across all fixed access elements: GPON OLTs, ONUs, backhauls, aggregation routers, servers, and POPs.
  • Enforce provisioning standards, ensuring new home and enterprise clients are provisioned within 15 minutes of notification.
  • Monitor Optical Power Levels and Loss of Signal (LOS) alerts, driving automated email notifications and proactive field optimization for degraded ONUs.
  • Manage Level 2 team workflows regarding enterprise provisioning, fault resolution, and customer support escalations.

C. 4G LTE Network Operations (Core, RAN & Transmission)

  • Direct end-to-end operational monitoring of 4G infrastructure, including eNodeB/RAN sites, Core network elements, Firewalls, and Transmission fiber links.
  • Oversee root-cause analysis (RCA) and escalation matrix enforcement for critical 4G site outages, traffic anomalies, and transmission failures.
  • Coordinate regular site performance tracking and monthly SLA reconciliation with Tower Companies (TowerCos).

D. Upstream, Backhaul & Capacity Management

  • Monitor upstream IPT providers (e.g., SEACOM, WIOCC) and link availability to avoid oversubscription, maintaining traffic utilization strictly below 90% of purchased capacity.
  • Actively track latency, jitter, and packet loss metrics across core backhauls and last-mile POP connections.

E. SLA Tracking, Reporting & Regulatory Compliance

  • Enforce incident ticketing workflows for infrastructure/access faults and track resolution through to SLA clearance.
  • Ensure timely delivery of daily network performance reports (by 11:00 PM), daily summarized cross-departmental reports (by 10:00 AM), daily provisioned client logs (by 11:00 AM to Finance), and weekly performance reviews.
  • Compile and submit regulatory compliance reports (e.g., UCC availability and capacity reports) on a monthly basis.

3. Technical Competencies & Domain Knowledge

Domain Technical Expertise Required
FTTH / Fixed Access Deep technical command of GPON architectures, OLT/ONU management (FiberHome, Huawei, ZTE), optical budget calculations, and FTTB/FTTH provisioning workflows.
4G LTE Wireless Strong understanding of 4G Core (EPC), RAN/eNodeB architecture, transmission interfaces, and wireless performance KPIs.
IP Routing & Switching In-depth knowledge of IP Routing (BGP, OSPF, MPLS), VLANs, Subnetting, and Core/Aggregation routers across multi-vendor environments (Cisco, Juniper, MikroTik).
NMS & Operations Tools Advanced proficiency in Network Management Systems (PRTG, SolarWinds, Zabbix, vendor NMS) for plotting alarms, traffic graphs, and threshold alerts.

4. Required Qualifications & Credentials

  • Education: Bachelor of Science in Telecommunications Engineering, Computer Science, Electrical Engineering, or a related field. Master’s degree in Information Security or Telecommunications is an added advantage.
  • Mandatory Professional Certifications:
    • Cisco Certified Network Professional (CCNP) or equivalent multi-vendor routingcredential (e.g., JNCIA/JNCIP).
    • Certified Information Systems Security Professional (CISSP) or equivalentinformation security credential.
    • Project Management Professional (PMP) or ITIL framework certification for service operations.
  • Work Experience: Minimum of 5–8+ years of hands-on technical experience in network operations, with at least 3–5 years in a supervisory or NOC leadership capacity.
