Consultancy Services for Social Media Influencing
1. Background
PELUM Uganda will be hosting the Agroecology Week of Action 2026, a five-day (I.e 26th – 30th October 2026) convening dedicated to promoting agroecology, sustainable food systems, and the preservation of indigenous knowledge. The week brings together farmers, policymakers, researchers, civil society, and private sector actors.
The Agroecology Week of Action (AWA) comprises four distinct but interconnected events:
- Press Conference: Official launch and media engagement.
- 8th National Agroecology Actor’s Symposium: Policy dialogues, panel discussions, and workshops.
- 5th Agroecological Market Systems Expo: Exhibition of agroecological products, innovations, and market linkages.
- 16th Annual Indigenous/Traditional Food & Seed Fair: Celebration of cultural heritage, seed diversity, and traditional foods.
To maximize reach, engagement, and visibility across digital platforms,PELUM Uganda seeks to engage a qualified social media influencer/consultant (individual or firm) to provide strategic social media influencing services before, during, and after the Agroecology Week of Action 2026.
2. Objective of the Consultancy
The primary objective is to leverage social media platforms to amplify the messages, activities, and outcomes of the Week of Action 2026, driving online engagement, raising awareness about agroecology, and positioning the event as a leading convening on sustainable food systems.
Specifically, the consultant will:
- Develop and implement a comprehensive social media influencing strategy.
- Create engaging, shareable content that resonates with diverse online audiences.
- Drive conversations and engagement around agroecology, indigenous seeds, and sustainable markets.
- Amplify key messages from the Press Conference, Symposium, Expo, and Seed Fair.
- Increase follower growth and online visibility for PELUM Uganda and its partners.
- Generate measurable impact through analytics and reporting.
3. Scope of Work
The consultant will be required to perform the following tasks across three phases:
PHASE 1: PRE-EVENT (Two Weeks Before: 12th – 25th October 2026)
A. Strategy Development
- Conduct a desk review of existing communication materials, branding guidelines, and key messages.
- Develop a Social Media Influencing Strategy including:
- Platform selection (e.g., X/Twitter, Facebook, Instagram, TikTok, LinkedIn, YouTube).
- Content calendar with daily themes and posting schedules.
- Hashtag strategy (e.g., #AgroecologyWeekOfAction2026, #Agroecology, #SeedFair).
- Target audience segmentation (youth, farmers, policymakers, journalists, consumers).
- Key Performance Indicators (KPIs) for reach, engagement, and conversions.
B. Content Creation (Pre-Event)
- Produce teaser content to build anticipation:
- Countdown posts (e.g., “5 Days to Go”).
- “Meet the Speaker” or “Meet the Exhibitor” spotlights.
- Informational carousels explaining agroecology and the event themes.
- Short videos/reels promoting the event.
- Develop a social media toolkit for partners and stakeholders to share.
C. Pre-Event Engagement
- Collaborate with the communications team to identify key influencers and partners for cross-promotion.
- Schedule and post content across agreed platforms.
- Engage with online communities and respond to comments/inquiries.
PHASE 2: DURING EVENT (Five Days: 26th – 30th October 2026)
A. Live Coverage
- Provide real-time live coverage of all four events:
- Press Conference: Live tweeting, Instagram Stories, Facebook Live.
- Symposium: Live updates on plenary sessions, panel discussions, and key quotes.
- Expo: Booth tours, product showcases, and vendor interviews.
- Seed Fair: Cultural performances, seed displays, and farmer stories.
- Post a minimum of 5 –10 pieces of content per day per platform.
B. Content Creation (During Event)
- Capture and post:
- Live videos and Stories.
- Reels/TikToks featuring highlights and participant reactions.
- Quote cards from speakers and dignitaries.
- Photo carousels of exhibitions and cultural activities.
- Polls, quizzes, and interactive posts to boost engagement.
- Conduct short interviews with key stakeholders (farmers, policymakers, youth) for social media.
C. Community Management
- Monitor and respond to comments, mentions, and direct messages.
- Engage with user-generated content (reposts, shares, tags).
- Coordinate with the photography/videography consultant to source high-quality visuals.
PHASE 3: POST-EVENT (One Week After: 31st October – 6th November 2026)
A. Content Recap and Amplification
- Create and post recap content:
- Highlight reels summarizing the week.
- “Thank You” posts tagging partners, speakers, and participants.
- Key takeaways and outcome cards.
- Testimonials from attendees.
- Repurpose event content into evergreen posts for continued engagement.
B. Analytics and Reporting
- Compile a comprehensive Social Media Report including:
- Reach, impressions, and engagement metrics.
- Follower growth across platforms.
- Top-performing posts and content types.
- Lessons learned and recommendations for future events.
- Submit all raw content (photos, videos, graphics) to PELUM Uganda.

5. Duration of Assignment
The consultancy will run from 12th October 2026 to 6th November 2026, covering the pre-event, during-event, and post-event phases.
1. Qualifications and Experience
The successful consultant/firm must possess:
i. Education:
Degree/Diploma in Communications, Marketing, Journalism, Digital Media, or related field.
ii. Experience:
- Minimum of 3–5 years of proven experience in social media management and digital influencing.
- Demonstrated experience covering large-scale events (conferences, expos, festivals).
- Experience working with NGOs, development partners, or agricultural initiatives is an asset.
- Established online presence with a significant, engaged following (for individual influencers).
iii. Technical Skills:
- Proficiency in social media management tools (e.g., Hootsuite, Buffer, Later).
- Strong graphic design skills (Canva, Adobe Spark, Photoshop).
- Video editing skills for Reels/TikToks (CapCut, InShot, Premiere Pro).
- Knowledge of SEO, hashtag optimization, and analytics tools.
iv. Language:
Excellent written and verbal communication skills in English (and local language is an asset).
v. Equipment:
Own smartphone/camera, ring light, microphone, and editing software.
7. Reporting and Supervision
The consultant will report directly to the Head of Programmes. The consultant will work closely with the communications team and the photography/videography consultant to ensure alignment with branding and messaging guidelines. Regular check-ins will be scheduled during the engagement period.
8. Intellectual Property
All content (graphics, videos, captions, analytics) produced under this consultancy shall be the sole property of PELUM Uganda. The organization reserves the right to use, reproduce, and distribute the materials in any media without further compensation to the consultant.
9. Application Requirements

- Technical Proposal: Brief methodology, platform strategy, and sample content ideas.
- Financial Proposal: Detailed budget (daily rates, content production costs, tool subscriptions).
- Portfolio: Links to social media accounts managed and samples of previous event coverage.
- CV/Company Profile: Including references.
- Audience Analytics: Screenshots of follower demographics and engagement rates (for individual influencers).

10. Key Performance Indicators (KPIs)
The consultant’s performance will be evaluated based on:
- Reach: Total impressions and unique users reached.
- Engagement: Likes, shares, comments, and saves.
- Follower Growth: Percentage increase across platforms.
- Video Views: Total views on Reels, TikToks, and live streams.
- Hashtag Performance: Trending status and user-generated content.
- Timeliness: Adherence to content calendar and posting schedules.
- Quality: Professionalism, creativity, and alignment with branding.
