1. Background
PALM Corps is a national non-governmental organization committed to improving the livelihoods and well-being of vulnerable communities through integrated programmes in humanitarian response, resilience, education, health, agriculture, governance, and economic empowerment. As the organization continues to expand its programming and partnerships, there is a need for a comprehensive Advocacy and Communication Strategy to strengthen its visibility, influence policy, enhance stakeholder engagement, and communicate its impact effectively.
PALM Corps therefore seeks to engage a qualified consultant to facilitate a participatory process of developing an Advocacy and Communication Strategy that reflects the organization’s vision, mission, values, strategic priorities, and stakeholder expectations.
2. Purpose of the Consultancy
To develop a practical and comprehensive five-year Advocacy and Communication Strategy guiding PALM Corps in advocacy, stakeholder engagement, branding, public and media relations, digital communication, knowledge management and visibility, including clear, practical guidelines for internal communication among staff and stakeholders.
3. Specific Objectives
The consultant shall:
- Review existing organizational documents and communication practices.
- Consult internal and external stakeholders to identify advocacy and communication priorities.
- Assess PALM Corps’ communication strengths, gaps, opportunities, and risks.
- Develop a comprehensive Advocacy and Communication Strategy with a practical implementation plan.
- Build staff capacity on implementation of the strategy.
4. Scope of Work
A). The consultant will undertake the following assignments:
Phase 1: Inception (1 billable day)
- Conduct a one-day inception meeting with PALM Corps Management.
- Review relevant organizational documents.
- Develop and submit an inception report detailing the methodology, work plan, stakeholder mapping, and data collection tools.
Phase 2: Stakeholder Consultations (5 billable days)
Using FGD and KII conduct stakeholder consultations involving staff (technical, support & Community based facilitators), service providers, and partners (INGO)s.
Phase 3: Strategy Development (4 billable days)
- Using the findings/feedback from the above (stakeholder consultations) develop the draft Advocacy and Communication Strategy.
Phase 4: Validation (3 billable days)
- Present the draft strategy to PALM Corps Management.
- Revise the strategy based on comments received.
- Thereafter, management will share the strategy with partners; the consultant will incorporate feedback from the partners.
- Present the final Advocacy and Communication Strategy to the Board of Directors (BoD) for review and approval.
- Incorporate the feedback from the board in the final policy/strategy.
Phase 5: Staff training (1 billable days)
- Conduct staff training on implementation of the approved Advocacy and Communication Strategy.
- The training will be organized and facilitated by management.
B). The responsibilities of PALM Corps:
PALM Corps will:
- Provide access to relevant background documents and organizational contacts.
- Support mobilisation of FGD participants and logistics for consultations and workshops.
- Facilitate scheduling of Board and staff sessions.
- Review and provide timely feedback on draft deliverables
5. Expected Deliverables
The consultant shall submit:
- Inception Report.
- Stakeholder consultation report.
- Draft Advocacy and Communication Strategy.
- Final Advocacy and Communication Strategy incorporating comments from Management and the Board.
- Training report
6. Duration of the Assignment
The consultancy is expected to be completed by 30th November 2026 with 15 days as outlined below:

7. Consultant Qualifications
The consultant should possess:
- At least a master’s degree in communications, Public Relations, Development Studies, Strategic Management, Journalism, Political Science, or a related field.
- Minimum of Five (5) years of proven experience in developing advocacy and communication strategies.
- Demonstrated experience working with NGOs, humanitarian or development organizations.
- Excellent facilitation, report writing, analytical, and stakeholder engagement skills.
- Strong understanding of advocacy, media relations, digital communication, and organizational branding.
8. Reporting
The consultant will report directly to the Executive Director or Communication Officer of PALM Corps with close coordination with the Core Management Team throughout the assignment.
9. Payment Schedule
Payments shall be made upon satisfactory completion of agreed milestones as follows:
- 60% of the consultancy fee upon approval of the Inception Report by PALM Corps Management.
- 40% of the consultancy fee upon approval of the final Advocacy and Communication Strategy by the Board of Directors (BoD), successful completion of staff training, and submission of all final deliverables. The payments are subject to 6% With Holding Tax.
10. Intellectual Property
All reports, training materials, strategies, data, and related documents developed during this consultancy shall remain the exclusive property of PALM Corps. The consultant shall not publish or share any information without prior written authorization from PALM Corps.
11. Application Requirements

- At least three references for similar assignments undertaken.
- Samples of previous advocacy and communication strategies developed.
