  1. About WOUGNET

Women of Uganda Network (WOUGNET) is a Ugandan feminist civil society organisation working to promote gender equality through the strategic use of information and communication technologies (ICTs). Our work spans digital rights, women’s digital inclusion, technology-facilitated gender-based violence response, and community digital safety.

  1. Background and Rationale

Rural women farmers contribute significantly to Uganda’s agricultural value chains, yet many remain excluded from formal financial services and the digital economy. Limited records of their business transactions make it hard for them to build credit histories, access financial products, or demonstrate the value of their work to markets, financiers and policymakers.

Through its project on rural women’s economic inclusion, WOUGNET will develop and operationalise an ICT dashboard that tracks project activities, outcomes and impact, and captures the business transactions conducted by women farmers. The dashboard will provide real-time data to inform decisions, strengthen transparency and learning, and support the financial inclusion of excluded rural women farmers.

  1. Purpose of the Assignment

WOUGNET invites qualified consultants or firms (“the Service Provider”) to design, develop, deploy and hand over a user-friendly, web-based ICT dashboard connected to the WOUGNET’s website. WOUGNET’s IT department will work with the Service Provider and closely monitor the development process.

  4. Provide real-time data, visual reports and key indicators to support evidence-based decisions.
  5. Enhance transparency and shared learning among stakeholders through accessible, regularly updated information.
  6. Support pathways to financial inclusion for rural women farmers through transaction data.

  1. Scope of Work

6.1 Inception and requirements

  • Hold consultations with WOUGNET staff, the IT department and selected stakeholders to confirm user needs.
  • Agree on indicators, data sources, user roles and reporting needs with WOUGNET’s programme team.
  • Submit an inception report with work plan, system architecture and wireframes for approval.

6.2 Design and development

  • Build a web-based dashboard integrated with the WOUGNET website.
  • Present real-time data through charts, maps, tables and downloadable reports.
  • Include key indicators on project activities, outcomes, impact and women farmers’ business transactions (for example volumes, values, products, markets, savings and access to financial services, disaggregated by sex, age, location and group).
  • Provide a data entry and import mechanism (forms, bulk upload and/or integration with mobile money or other data sources, as proposed).
  • Provide role-based access, with public views for stakeholders and secured administrative functions.
  • Design for monthly data updates, with the ability to move toward more frequent updates.
  • Ensure a simple, accessible interface that is mobile-responsive and works in low-bandwidth settings; consider local language support.

6.3 Data protection and security

  • Comply with the Uganda Data Protection and Privacy Act, 2019, and good practice on consent and anonymisation of women farmers’ data.
  • Implement secure hosting, encryption, authentication, backups and audit logs.
  • Propose a data governance approach that protects participants’ privacy and safety.

6.4 Testing, deployment and training

  • Conduct functional, security, performance and user-acceptance testing with WOUGNET.
  • Deploy the dashboard and connect it to the WOUGNET website.
  • Train WOUGNET staff and selected partners and farmer-group representatives on use and administration.

6.5 Documentation, handover and support

  • Provide user manuals, technical documentation and source code.
  • Transfer all credentials, hosting configuration and intellectual property to WOUGNET.
  • Provide post-launch technical support and bug fixes for [3 / 6] months.

  1. Management and Reporting

The Service Provider will report to the Technical Support Lead. Progress meetings will be held weekly / bi-weekly, and payments will be linked to approved deliverables.

  1. Eligibility and Required Qualifications

Applicants may be individual consultants, firms or consortia that are legally registered or able to operate in Uganda.

Essential:

  • Proven experience developing web-based dashboards or data visualisation platforms (at least [3] comparable assignments).
  • Strong skills in web development, databases, APIs and data visualisation tools.
  • Experience with data security and privacy compliance.
  • Understanding of gender, rural development and/or financial inclusion contexts.
  • Ability to design for low-bandwidth, low-literacy and mobile-first users.

Desirable:

  • Experience in agriculture or agribusiness value chains, mobile money or fintech integration.
  • Experience working with civil society organisations or development programmes.
  • Experience with open-source and WordPress-compatible integration.
  • Local language capabilities and a team with strong gender balance.
  1. Content of the Proposal

Proposals should not exceed 10 pages (including annexes) and must include:

  1. Cover letter signed by an authorised representative.
  2. Technical proposal: understanding of the assignment, proposed approach and methodology, system architecture and technology stack, data security approach, work plan, and risk management.
  3. Team and experience: company or consultant profile, CVs of key personnel, and at least [three] relevant past assignments with client references.
  4. Financial proposal: detailed budget in UGX or USD, itemised by activity and personnel, inclusive of taxes, with hosting and support costs shown separately.
  5. Registration documents: certificate of registration/incorporation, tax clearance, and trading licence (for firms).

  • Any form of corruption, discrimination, or sexual exploitation, abuse or harassment will lead to disqualification or termination.
  • Costs of preparing proposals are borne by applicants.
