POSITION: CHIEF – DIRECTORATE OF LEGAL AFFAIRS (01)
SALARY SCALE: PU 3
REPORTS TO: PRINCIPAL
- i) Provide leadership to the Office of the Directorate of Legal Affairs;
- ii) Be responsible for the provision of legal advisory services both to Management and Council; and
- iii) Ensure compliance with the existing laws and regulatory requirements.
KEY DUTIES AND RESPONSIBILITIES:
- Provide leadership and ensure efficient and effective management of the staff and resources in the Directorate of Legal Affairs.
- Provide legal advisory and interpretation services to both Management and Council and ensure statutory compliance with the existing laws and regulatory requirements.
- Review and draft contracts, agreements, and internal policies and ensure that they comply with all statutory or legal requirements.
- Review progress of outstanding litigation and liaise with and manage external lawyers.
- Continuously monitor compliance with statutory obligations and advise Management.
- Prepare, negotiate, review, and draft documentation for business transactions and prepare and advise Management in compliance with all statutory or legal requirements.
- Provide continuous leadership, supervision, training, and development of the Directorate of Legal Affairs and the staff, ensuring an effective and motivated team.
- Provide legal protection and risk Management especially on contract management
- Follow up and update the Principal on Court matters and attend Court hearings for and on behalf of the School.
- Review and advise on MOUs between the School and other organizations including donors.
- Perform such other functions that may be delegated to him/her by the Principal or assigned by Council.
KEY OUTPUTS
- Identify, assess, and mitigate legal risks while ensuring full compliance with applicable laws and regulations.
- Provide proactive legal guidance to management and Council to support legally sound decisions, partnerships, and organizational strategy.
- Lead the drafting, review, and negotiations of contracts and major transactions to protect the School’s interests.
- Ensure strong governance practices and develop internal legal policies
- Oversee legal disputes, manage external Counsel, and minimize legal exposure and costs.
PERSON SPECIFICATION:
Mandatory Requirements
- A Honours Bachelor of Laws (LLB) Hons and Diploma in Legal Practice or its equivalent from (a) recognized Institution (s).
- A Master of Laws (LLM).
- Must be an enrolled advocate of the High Court of Uganda.
- Must possess a valid Practicing Certificate.
- Should have at least Seven (7) years work experience in a Higher Education Institution Or ten (10) years of experience as a Managing Partner of a law firm.
- A valid Tax Clearance Certificate at the time of application from Uganda Revenue Authority.
- Must be a citizen of Uganda aged below 55 years.
Added Advantage:
Knowledge of Higher Education Institutions will be an added advantage.

- Should be a good negotiator
- Must be familiar with drafting agreements and preparing Court documents

- Flexibility and ability to work under pressure to meet deadlines
- Must be familiar with the legal framework of the Higher Education Sub-Sector in Uganda
TENURE OF APPOINTMENT:
A five (5) year contract, renewable, subject to good performance.
