East African Crude Oil Pipeline (EACOP) Ltd invites suitably qualified and experienced Tanzanian
companies to submit Express of Interest (EOI) for the design, procurement, construction, installation, testing and commissioning of groundwater monitoring boreholes at Marine Tanks & Terminal (MTT) in Tanga City, Tanga Region. The assignment forms part of EACOP’s Operational Environmental Monitoring Plan and is intended to support statutory environmental compliance obligations through long-term groundwater quality and groundwater level monitoring. The EACOP Project involves the construction and operation of an underground, cross-border pipeline for the transportation of crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. In Tanzania, the pipeline extends to the Chongoleani Peninsula in Tanga Region and has an approximate length of 1,147 km. Within Tanzania, the pipeline traverses eight (8) regions, namely Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara, and Tanga.

BRIEF DESCRIPTION OF THE WORKS:
The assignment comprises the design, procurement, drilling, construction, installation, testing and
commissioning of three (3) groundwater monitoring boreholes (piezometers) at the Marine Tanks &
Terminal (MTT) in Tanga Region. The monitoring boreholes will be used to monitor groundwater quality and groundwater levels associated with the operation of wastewater infiltration ponds at the facility.
The successful contractor shall be responsible for the full execution of the works, including but not limited to:

• Review of available hydrogeological, environmental, and engineering information.
• Site reconnaissance and hydrogeological investigations (Assessment of groundwater flow direction,
  hydraulic gradients and groundwater conditions), Selection and justification of optimal monitoring
  borehole locations.
• Detailed design of monitoring boreholes and associated civil works infrastructure.
• Procurement and supply of all drilling materials, casing, screens, filter packs, monitoring accessories
  (Piezometer, bailer and surface pump) and protective infrastructure.
• Mobilization of drilling equipment and field personnel, Borehole drilling, installation of monitoring wells and Piezometer, grouting and completion works.
• Construction of reinforced concrete protection structures, lockable covers and wellhead protection
  systems.
• Borehole development, well integrity testing and commissioning.
• Establishment of baseline groundwater level and groundwater quality monitoring data

The monitoring boreholes shall be designed to facilitate:

• Long-term environmental monitoring for groundwater quality sampling and groundwater level monitoring.
• Future installation of automatic monitoring equipment. All works shall comply with applicable Tanzanian legislation, relevant groundwater monitoring standards, EACOP requirements, environmental regulations and ISO 22476 requirements for groundwater monitoring installations

MINIMUM REQUIREMENTS:
Companies expressing their interest are invited to document their request with:

• Evidence of registration as a drilling company or other legally recognized drilling entity in Tanzania,
  including a valid BRELA Certificate of Incorporation, Valid Business License and current BRELA
  Company Search.
• Details of experience in groundwater investigations, hydrogeological studies, groundwater monitoring programmes, design, drilling, construction and commissioning of groundwater monitoring borehole and piezometer installation.
• A Valid Ground Water Drilling Licence.
• Availability of appropriately qualified personnel including Hydrogeologist, Driller in accordance with the Groundwater (Exploration and Drilling) Licensing Regulations, 2013.
• Proof of registration with the Tanzania Revenue Authority (TRA) and valid current Tax Clearance Certificate.
• Registration with EWURA Local Supplier Service Provider (LSSP) database or an accepted application for registration at the time of submission of the response to this expression of interest is required.
• Compliance with Local Content Regulations, 2017 and Local Company definition.
• Financial capacity to deliver the services required including submission of financial accounts for
  the year.
• Provide/demonstrate HSE (OSHA), Social and Quality Assurance and Control policies.
• Provide/demonstrate experience with project management techniques and controls, as well as large scale logistics and procurement capabilities.
• Evidence of a QHSE Management system, organization, and process in compliance with applicable
  Local and Industry standards for similar works.
• Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights policies

Companies which have the ability, capacity, and resources to implement the activities listed above should

Note: EACOP Ltd shall review and assess all Expressions of Interest received in accordance with its internal evaluation criteria and reserves the right, at its sole discretion, to accept or reject any submission, to request additional information, and to determine the shortlist of prequalified companies. Only shortlisted companies may be invited to participate in any subsequent tender process, subject to execution of a Non-Disclosure Agreement where required. All Expressions of Interest and supporting documents shall be submitted in the English language.
