Reports to: Construction Manager/ Project Manager
Supervises / Interfaces: Site HSE representatives where provided
Role objective: Deliver the assigned function with clear accountability, auditable records and timely escalation of risks.
Job Summary: Implements the project HSE and environmental management system, conducts daily safety inspections and toolbox talks, controls PPE, excavation and plant safety, monitors working near water, manages emergency preparedness, investigates incidents and near misses, and monitors waste, pollution, dust, erosion and worker welfare.
Key Responsibilities:
- Implement the approved project HSE and environmental management plans across all work fronts.
- Carry out daily inspections and document unsafe acts, unsafe conditions and environmental noncompliances.
- Coordinate inductions, toolbox talks, task risk assessments and permit controls.
- Monitor excavation safety, access, plant movement, lifting, work near water, temporary works and public interfaces.
- Verify PPE availability and use and maintain inspection records.
- Maintain emergency-response arrangements, first-aid readiness, fire protection and emergency contacts.
- Investigate incidents and near misses and track corrective/preventive actions.
- Monitor spoil disposal, borrow areas, waste, fuels, dust, noise, erosion, sediment and pollution controls.
- Monitor worker welfare, sanitation and community-interface issues.
- Maintain HSE statistics and submit weekly/monthly summaries.
- Facilitate independent Consultant E&S/HSE audits and close audit findings.
Minimum qualifications: Relevant Diploma/Degree plus recognized HSE training; minimum 5 years’ experience.
Key deliverables: HSE inspection reports; toolbox register; incident register; corrective-action tracker; monthly HSE report.

- Incident frequency/severity
- Closure of safety observations
- Toolbox/induction compliance
- Environmental corrective-action closure
Authority and escalation: The officer shall act within approved drawings, specifications, method statements, ITPs and delegated authority. Any safety-critical condition, major non-conformance, design conflict, material deviation, abnormal ground condition or issue with material cost/programme impact shall be escalated promptly through the defined project chain of command.
