Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Department: Programs
Reports to: MEAL Manager / Executive Director
Duration: Full time
Duty Station: Kotido Head Office, with frequent travel to project sites

Job Purpose / Job Summary:
The MEAL Officer supports in putting WSF’s Monitoring, Evaluation, Accountability and Learning systems into practice across all programmes and projects. The MEAL Officer is responsible for day-to-day data collection and management, data quality, indicator tracking, community feedback and complaints mechanisms, and the documentation of lessons learned, ensuring that WSF’s programmes in Karamoja are evidence-based, accountable to the communities and donors we serve, and continually improving through learning.
Monitoring and Data Management:
- Support the develop and review project logframes, MEAL plans and Indicator Performance Tracking Tables (IPTTs) for WSF projects.
- Develop, pre-test and update data collection tools (paper based and mobile, such as KoboToolbox or ODK) in line with project indicators and donor requirements.
- Coordinate routine data collection at project sites; train and supervise enumerators, community-based facilitators and project staff in data collection.
- Maintain and update project databases and indicator tracking tools, ensuring data is complete, accurate, secure and backed up.
- Conduct regular field monitoring visits and Data Quality Assessments (DQAs); verify beneficiary registers, attendance lists and distribution records.
- Ensure all data is disaggregated by sex, age, disability and location, in line with WSF and donor requirements.
- Flag data quality issues and implementation gaps to the MEAL Manager and project teams and follow up on corrective actions.
Evaluation, Research and Learning:
- Support the planning and conduct of baseline, midterm and end-line surveys, rapid assessments and evaluations, including tool design, enumerator training, field supervision, data entry and cleaning.
- Carry out quantitative and qualitative data analysis and prepare summaries and findings for programme teams and management.
- Organise and facilitate periodic review and reflection meetings with programme staff, partners and communities.
- Document lessons learned, success stories, case studies and best practices, and share them within WSF and with partners.
Accountability to Communities:
- Set up and manage community feedback and complaints response mechanisms such as suggestion boxes, help desks, hotlines and community meetings.
- Record, refer and follow up on all feedback and complaints, and ensure sensitive complaints, including safeguarding concerns, are referred confidentially in line with WSF policy.
- Ensure communities are informed about WSF projects, beneficiary selection criteria and their entitlements.
- Conduct post-distribution monitoring and beneficiary satisfaction surveys where applicable.
Reporting:
- Compile monthly indicator reports and provide MEAL data for quarterly, annual and donor reports.
- Prepare charts, tables and simple dashboards to present data in a clear and meaningful way.
- Ensure timely and accurate submission of MEAL reports in line with donor and WSF reporting requirements.
- Maintain an organised filing system for MEAL records and means of verification for all project indicators.
Capacity Building and Coordination:
- Train and mentor programme staff, partners and volunteers on MEAL tools, data quality and accountability standards.
- Participate in district and sub-county coordination and review meetings, and share data with Local Government and partners as required.
- Provide MEAL input, such as indicators, targets and MEAL plans, to proposals and concept notes.
- Perform other duties as assigned by the supervisor.
Job-related experience, Knowledge, and Behavior:
- Bachelor’s degree in Statistics, Population Studies, Economics, Social Sciences, Development Studies or a related field; a postgraduate diploma or certificate in Monitoring and Evaluation is an added advantage.
- Minimum of three years of experience in monitoring and evaluation of NGO or development programmes, preferably in Karamoja or similar pastoral settings.
- Practical experience with mobile data collection platforms (KoboToolbox, ODK) and data analysis software (Excel, SPSS, Stata or R).
- Good knowledge of quantitative and qualitative data collection and analysis methods.
- Understanding of results-based management, logframes, indicator tracking and data quality assurance.
- Experience in setting up and running community feedback and accountability mechanisms.
- Good report writing, data visualisation and presentation skills.
- Strong attention to detail, integrity and ability to handle information confidentially.
- Ability to work independently and as part of a team, set priorities and meet deadlines.
- Willingness and ability to travel frequently to field locations (up to 50% of the time).
- Computer proficiency in Microsoft Word, Excel and PowerPoint.
- Fluency in English; fluency in Ngakarimojong is an added advantage.
