About Organisation:
The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.
Job Summary: The Petroleum Engineer Production is responsible for the regulatory aspects of ensuring optimal production and injection performance, real-time production monitoring, and the selection and operation of production and injection systems, including artificial lift. He/she will participate in the planning, acquisition, validation and interpretation of production and injection data.
Key Duties and Responsibilities:
- Assists in the acquisition, validation, and interpretation of production-related data.
- Aids in undertaking field monitoring and reporting on the installation, commissioning, operation and maintenance of production and injection systems to ensure compliance with the legal and regulatory framework, standards, procedures, international best practice, and industry codes.
- Contributes to the review of Licensee application for Annual Production Permits.
- Contributes to the review of licensee work programs and budgets related to production and injection systems and operations.
- Assists in the acquisition, transmission, and dissemination of real-time production data to relevant stakeholders, submitted by the licensees in accordance with Regulation 145 of the Petroleum (Exploration, Development and Production) Regulations, 2016, to ensure that Government of Uganda has instantaneous information on oil revenues, royalties, and taxes due, as well as safety and mitigation measures.
- Participates in measurement of produced petroleum and back allocation of the same.
- Tracks production volumes and targets and undertake forecasting of Oil and Gas production to enable regulatory decision-making.
- Partakes in the management of development and production data.
- Ensures accurate and timely submission of production data by licensees.
- Supports the development of an internal production database.
- Assists in the evaluation of historical production and injection data and advise on opportunities for production enhancement and optimization, as well as assists in the monitoring and analyzing of the reservoir performance.
- Aids in the evaluation and review of field development and production programs, plans, consents, applications, permits, and production forecasts submitted by licensees.
- Assists in the evaluation of Customs Duties Exemption requests submitted by licensees.
- xiv)Evaluates technical studies relating to production operations, production monitoring, artificial lift systems, production optimization opportunities, and new technologies to ensure technical suitability and regulatory compliance.
- Reviews and evaluates the wells productivity and injectivity to ensure optimal performance, compliance with agreements, contracts, legal and regulatory framework, and international best practice and propose suitable upgrades for continuous improvement.
- Supports the development of upstream production Standards.
- Undertakes any other assignments as may be directed from time to time.
Qualifications, Skills and Experience:
Basic Qualifications
- An Honours Bachelor’s Degree in Petroleum Engineering / Petroleum Geoscience and Production/ Oil and Gas Production or any other related Petroleum Production course from an internationally recognised University / institution.
Experience
- Three (3) years of relevant work experience in a similar role.
