Position: Procurement Officer
Reports to: Finance Manager
Works with: Heads of department and Section heads

Purpose of the role
To provide support the end to end acquisition of goods, works, and services to ensure high
quality, cost-efficiency and timely delivery and disposal of items with high levels of ethics and
integrity.
Key attributes of the role
The Procurement Officer shall undertake sourcing, negotiate bills, mitigate risks to the hospital and
ensure compliance with policies to achieve value for money.
Duties and responsibilities
- Prepare and implement annual procurement plans in line with approved budgets.
- Initiate procurement processes for goods, works, and services in accordance with procurement regulations , Ruharo Mission Hospital policies and donor requirements
- Prepare bidding documents, requests for quotations, and requests for proposals.
- Manage the bidding process, including bid opening, evaluation coordination, and contract
award documentation. - Ensure value for money, fairness, transparency, and accountability in all procurement
activities. - Negotiate terms, prices and contracts with suppliers
- Liaise with user departments to confirm specifications, quantities, and delivery timelines.
- Maintain healthy relationships with suppliers to negotiate the best prices, manage relationships with suppliers as the contact person for procurements
- Prepare and issue Local Purchase Orders (LPOs).
- Participate in inspection, verification, and acceptance of delivered goods and services.
- Maintain proper procurement records and documentation for audit and reporting purposes.
- Support internal and external audits by providing required procurement documentation.
- Ensure compliance with ethical standards and prevent conflicts of interest.
- Prepare periodic procurement reports for management
- Perform any other duties as may be assigned by the supervisor
Requirements of the position
- Bachelor’s Degree in Supply Chain, logistics or Procurement Management.
- At least 2 years of relevant procurement experience.
- Able to engage in meaningful negotiation
- Excellent verbal and written communication skills.
- Protecting the interests of the hospital at all times of the procurement process
- Full understanding of the PPDA guidelines and best practices
