About CRVPF:
Children’s Rights and Violence Prevention Fund (CRVPF) is an African child rights and social
justice intermediary organization. CRVPF partners with community organizations operating in
Uganda, Tanzania, Kenya, and Ethiopia to prevent violence including sexual violence against
children and young people. We build children and young people’s power and agency to make the
right choices and decisions and facilitate access to safe and dignified employment opportunities.
CRVPF works with community organizations as an effective avenue for reaching vulnerable
children, young people, families, and communities because these organizations have closer
proximity, adaptability, trust with communities, efficiency, and can contextualize interventions.

The community organizations and their leaders are the basis for building community movements
that advocate for children and young people’s issues.
CRVPF seeks to employ a Program Coordinator for Empowering Youth through Data and
Community Development (EYDCD). The Program Coordinator reports to the CRVPF Senior
Regional Program Coordinator and works in close partnership with the program team.

About the EYDCD program:
The Empowering Youth through Data and Community Development (EYDCD) program aims to
improve the lives of young men and women in disadvantaged communities in Uganda by
providing technical market-facing skills and capacity building for entrepreneurship, and
employment. Over a five-year, EYDCD aims to reach 400,000 young people and enable the
creation of 250,000 new and sustained dignified and fulfilling work opportunities (70% young
women) while strengthening & digitizing 3,000 youth-led VSLAs. To accomplish the above, the
initiative will collaborate with 200 local grassroots Community-Based Organizations (CBOs).

At a system level, the program aims to foster financial inclusion & promoting digital identity for
young people (invisible and bootstrappers enterprises) by leveraging mobile transactions &
alternative data working with the biggest telco companies in Uganda – Airtel and MTN to enable
data-driven credit decisions using credit scoring. This becomes an asset to assess their
creditworthiness – for the distribution of affordable credit, devices, among other digital financial
products and services. This will serve both young people and their community-based savings
groups, i.e., VSLAs or SACCOs who have for long been seen as expensive to serve and reach.

Key Duties and Responsibilities:
Program Management and Technical Leadership

• The EYDCD Program Coordinator will collaborate closely with the Senior Regional Program Coordinator, as well as the CRVPF Executive Director, Grants Finance Coordinator, and Communication Coordinator, to develop calls for proposals aimed at selecting and establishing partnerships with youth, women-led CBOs, refugee-led organizations, and local NGOs operating in refugee districts, host communities, and low- income urban areas.
• Ensure partners identify young people, between the ages of 16-35 organized in VSLA group and involved in parenting, Life skills, and digitization training.
• Develop closer working relationships with gnuGrid, Equity Bank, Letshego, and other financial institutions, and connect with partners and youth to support and strengthen financial inclusion, digitization and provide leads through the VSLA group.
• Work collaboratively with Consortium partners and other relevant stakeholders to build and strengthen Youth Agency and voice within the program.
• Manage and provide overall oversight of the partnership’s portfolios, including but not limited to conducting partnership management meetings (Opening, Review and Closing Meetings); coordinating with different departments to follow up on action points and pending issues to ensure proper partnership management; responding to ad-hoc requests and questions related to the partnerships.
• In collaboration with other Program Coordinators, ensure continuous orientation and capacity building of partners on CRVPF’s cluster partnership Guidelines, and other policies.
• Work in collaboration with Cluster Partners to prepare and complete their proposals and budgets during the application process, grant renewals, program redesign and adaptations to ensure compliance with Mastercard Foundation and CRVPF financial policies and guidelines.
• Collaborate with AGPP and PVAC’s programs in the 8 pilot districts for Coordinated Approach to develop district-level programs to address young people’s employment (70% young girls and young mothers and 30% young men and 4% young people with disabilities.
• Ensure the number of young people involved in the VSLA program by sex and the number of VSLAs are established, captured, analyzed and reported every quarter.
• Participate in the different training that is organized to support the Coordinated program approach and include all the activities in quarterly reports.
• Ensure that partners’ communication and support are well-coordinated.

Financial Management

• In collaboration with CRVPF Finance and Grants Officer and Coordinator, review all forms,
templates, and processes, such as Requests for Applications (RFAs), Memorandums of
Understanding (MOUs), and grant agreements and modifications, and ensure they are
user-friendly and straightforward.
• Ensure timely processing of programmatic and financial reports and grantee payments,
by regularly analysing the monthly reports of each grant, using budget verses Actual
analysis to guide cluster partners, including checking the supporting documentation of
each grant report (invoices, receipts, quotations, etc.).
• Coordinate with CRVPF Finance and Grants Officer and Compliance Coordinator, to ensure
the fund Manager and down-stream accounting firms provide timely and appropriate
finance and budget support to cluster partners.

Monitoring Evaluation and Learning

• In collaboration with the Regional MEL Coordinator, supports CBOS and NGOs
supporting digital and systems-based reporting, internal performance analysis for
programs and finance and evidence-based program interventions adaptations.
• Work closely with the Communication team to document and share participants’ life story
and interesting cases from the program and Coordinated Approach participants for
documentation purposes.
• Develop and manage the partners’ reporting schedule to ensure timely and quality
reporting in compliance with CRVPF and Mastercard Foundation reporting requirements.
• Support the development of tools and systems for the management of CBOs and NGOs to
ensure that partners’ deliverables are of quality and timely and meet the expectations of
the project, CRVPF and Mastercard Foundation.

Team Management and Capacity Building
• Build partner and staff capacity, by providing training(s) in program quality management,
compliance and regularly conduct support visits to ensure effective management of funds
by partner organizations, while working within Mastercard Foundation guidelines and
CRVPF policies.
• Collaborate with selected consultants to conduct a capacity assessment of partners to
identify their essential needs, including training needs, to build their resilience to cope
and develop youth employment opportunities.
• Support partners in identifying technical expertise needed to build their professional and
organizational capacity in support of more robust positive youth development
programming.
• Build the internal capacity of CBOs and NGOs with appropriate technology while
transitioning them to digital solutions to improve their internal system and processes by
unlocking barriers such as limited internet connectivity, power supply as well as low ICT
capacity.
