Job Summary:
The Project Accountant is responsible for supporting the Senior Finance Advisor with managing project finances, supporting budgeting processes, data entry, tracking expenses, and maintaining accurate records. The Project Accountant ensures compliance with financial regulations, support audits, manage payments and cash flow, and work closely with project teams to improve financial processes and ensure effective use of funds. The accountant ensures operational excellence that drives efficiency, accountability, and sustainability.
The Project Accountant reports to the Senior Finance Advisor.
Program Overview:
Building on the successes of TechnoServe’s Horticulture Market Acceleration Program (HortiMAP), Growing Resilience and Opportunities for Wealth Through Horticulture (GROWTH) will deepen farmer ownership and drive lasting transformation in Uganda’s horticulture sector.
Over five years, GROWTH will support 200,000 smallholder farmers to engage in profitable and resilient horticulture markets. The program will increase and stabilize farmer incomes, reduce post-harvest losses, enhance food security, and create thousands of new jobs across value chains. At a systems level, it will expand access to affordable finance, strengthen compliance with food safety standards, and improve market linkages across domestic and regional trade. GROWTH is rooted in a farmer-led approach that leverages participatory planning, so that farmers and their organizations will define their priorities, shaping interventions that reflect local needs.
GROWTH aligns with the Dutch Embassy’s Multi-Annual Country Strategy 2023–2026, contributing to food and nutrition security, sustainable land use, private sector growth, and climate adaptation. It also supports the Netherlands’ broader ambition to connect aid and trade, facilitating partnerships between Dutch and Ugandan enterprises in areas such as irrigation, seed systems, and cold chain solutions. GROWTH will be a EUR 13 million investment over five years.
Primary Functions & Responsibilities:
- Review documents and post financial data into the Finance system (Sylogist) and process payments
- Support month-end closing process through reviewing and reconciling GL accounts and ensuring that entries are posted correctly
- Manage staff advances and ensure timely accountabilities are submitted
- Prepare the monthly payroll for staff
- Ensure all taxation and legislative requirements of Uganda are always complied with through timely submission and payment of statutory returns i.e. PAYE, NSFF, WHT etc
- Supporting the Senior Finance Advisor with coordinating the compilation of internal and external financial reports and budgets for the project.
- Support training of field staff in principles of financial reporting and financial and administrative control for field site operations
- Assisting project staff to develop a stronger understanding of TechnoServe Inc. systems and procedures and ensuring compliance
- Provide advice on financial options available in project planning and implementation
- Support the Senior Finance Advisor in ensuring that the information in the Fixed Asset register accurately reflects the information per the financial system
- Support the implementation of new financial policies and procedures
- Identifying and contributing to the improvement of internal systems and procedures within the finance department.
- Review subaward financial reports and deliver capacity building trainings to their Finance staff
- Prepare and maintain audit files for review by internal and external auditors
- Participate in the annual audit exercise and liaise with staff on the implementation of audit recommendations given in the reports to TNS.
- Any other tasks or duties assigned from time to time.
Basic Qualifications:
- Bachelor’s degree, preferably in accounting, business administration, economics, or other relevant areas;
- Accounting qualification e.g. CPA, ACCA is an added advantage
- Minimum of 3 years’ experience in a similar position within a large private sector company, international organization or a consulting firm
- Computer skills in Google workspace and PowerPoint required and knowledge of Microsoft Dynamics or other fund-based accounting software preferred
Required Languages: Excellent oral, written, and interpersonal skills, including fluency in English. Understanding of Luganda and other native languages is an advantage.
Travel: Travel up to 5 %
Preferred Qualifications:
- Uganda or Regional Experience
- Experience developing reports for multiple audiences
- Experience developing and facilitating training
- Familiarity dealing with ethic and compliance in the non-profit sector
