PROVISION OF LARGE-SCALE PRINTING AND BRANDED PRODUCTS SERVICES FOR EACOP LTD IN TANZANIA – REFFERENCE NO. 00001236

East African Crude Oil Pipeline (EACOP) LTD (“EACOP LTD”) invites experienced and reputable companies to express their interest in the Provision of Large-Scale Printing and Branded Products Services for the East African Crude Oil Pipeline (EACOP) Project. The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleanipeninsula in Tanga, Tanzania. The length of the pipeline is 1,443 kilometres, of which 296 kilometres will be in Uganda and 1,147 kilometres in Tanzania. In Tanzania the pipeline will traverse eight (8) regions comprising of Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, 27 administrative District Councils, and 231 Villages

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
EACOP intends to engage a competent and experienced service provider capable of providing end-to-end printing, branding, production, supply, installation, packaging, distribution, and related services on an as-required basis across EACOP locations in Tanzania.

  • Large-format and general printing services, including the production of banners, posters, brochures, flyers,booklets, stickers, decals, signage, display materials, information and awareness materials, and other printed communication materials as may be required by EACOP.
  • Production and supply of branded and promotional products, including corporate merchandise, event and campaign materials, apparel, promotional items, and other customized branded products.
  • The Vendor must have an in-house graphic design team capable of creating, reviewing, correcting, adapting, and laying out artwork for printing and production.
  • Provision of suitable printing and production materials, including different grades and specifications of paper, vinyl, fabric, boards, adhesive materials, and other substrates appropriate to the intended application.
  • Compliance with EACOP Brand Guidelines, including the accurate application of approved logos, colours, fonts, layouts, messaging, and other corporate identity requirements. All artwork and branded materials shall be subject to EACOP review and approval prior to final production, where applicable.
  • Quality assurance and quality control processes to ensure accuracy, consistency, durability, colour quality, finishing, dimensions, and overall conformity with approved artwork, specifications, samples, and EACOP requirements. The Vendor shall be responsible for correcting or replacing any damaged, defective, or nonconforming products at no additional cost to EACOP.
  • Installation and related branding works, where required, including mounting, fitting, positioning, replacement, and removal of signage, banners, displays, decals, and other branding materials.
  • Packaging, handling, delivery, and distribution of finished products to EACOP offices, project sites, events, communities, and other designated locations across Tanzania, including locations along the pipeline corridor. Products shall be appropriately packaged and protected to prevent damage and handled in accordance with applicable health, safety, and environmental requirements.
  • Responsive and time-sensitive service delivery, including the capacity to accommodate urgent requirements that may require production, delivery, or installation outside normal working hours, on weekends, or during public holidays.
  • Sustainable and environmentally responsible printing and production practices, including, where reasonably practicable, the use of recyclable, reusable, responsibly sourced, or environmentally preferable materials and processes, and measures to minimize production waste

The successful service provider will be expected to demonstrate sufficient technical capability, production capacity, qualified personnel, equipment, quality-control systems, logistical capability, and responsiveness to support both planned and urgent EACOP requirements across multiple locations in Tanzania.

MINIMUM REQUIREMENTS:
This procurement is RESERVED exclusively for 100% Tanzanian-owned companies in accordance with the applicable Local Content Regulations. Only companies meeting this requirement are eligible to participate in this Expression of Interest. Companies or organizations expressing their interest shall submit the following supporting documentation to demonstrate their eligibility, capability, and capacity to provide the required services:

  • Company profile demonstrating the nature of the business, organizational structure, areas of specialization, and relevant capabilities.
  • Evidence of adequate technical and production capacity, including details of printing and production equipment, facilities/workshops, machinery, technology, and other resources available for execution of the services. Supporting photographs should be provided where applicable.
  • Demonstrated experience in the provision of large-scale printing, branding, promotional products, signage, and related services, preferably for major projects, large corporations, institutions, or clients with high-volume and time-sensitive requirements.
  • Evidence of successfully completed or ongoing contracts of a similar nature, including client references, contract descriptions, values and/or volumes, duration, and scope of services provided.
  • Demonstrated capacity to undertake installation, delivery, and/or distribution of products to multiple locations, including along the EACOP pipeline corridor in Kagera, Geita, Tabora, Shinyanga, Singida, Dodoma, Manyara, and Tanga Regions, where required.
  • Valid Business Licence applicable to the proposed services.
  • Certificate of Incorporation and recent Business Registrations
  • A current / most recent official BRELA Search document detailing Shareholding structure.
  • Proof of registration with the Tanzania Revenue Authority (TRA), including a valid Taxpayer Identification Number (TIN) and the latest available Tax Clearance Certificate.
  • Evidence of adequate financial capacity to undertake the anticipated services, including audited or certified financial statements/accounts for the past three (3) financial years.
  • Evidence of a QHSE Management system, organization, and process in compliance with applicable Local and Industry standards for similar works.
  • Copies or evidence of established corporate policies and procedures covering Anti-Bribery and Corruption, Ethics and Compliance, and Human Rights.
  • Proof of registration with EWURA Local Supplier Service Provider (LSSP) database or approved application at the time of submission of the response to this expression of interest is strongly recommended.
  • Compliance with Local Content Regulations, 2017 and Local Company definition.

Companies which have the ability, capacity, and resources to implement the activities listed above should
express their interest by sending together with the documents stated in the above section through an email to procurement.tz@eacop.com, (max. email size 20Mb) on or before 17:00 hours East African Time (EAT) on or before 16th September 2026. Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests should be submitted in English Language.

Note: EACOP LTD will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies or organizations will be included in the list of pre-qualified companies or organizations. Only the pre-qualified companies or organizations will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company or organization and maintain its decision without having to give reasons to the company or organization concerned.
