REQUEST FOR EXPRESSION OF INTEREST: PROVISION OF PHOTOGRAPHY & VIDEO DOCUMENTATION SERVICES FOR EACOP LTD IN TANZANIA – REFFERENCE NO. 000001238

East African Crude Oil Pipeline (EACOP) LTD (“EACOP LTD”) invites experienced and reputable companies
to express their interest in the Provision of Photography, Videography and Event Management Services for the East African Crude Oil Pipeline (EACOP) Project. The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula in Tanga, Tanzania. The length of the pipeline is 1,443 kilometres, of which 296 kilometres will be in Uganda and 1,147 kilometres in Tanzania. In Tanzania the pipeline will traverse eight (8) regions comprising of Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, 27 administrative District Councils, and 231 Villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Service Provider shall be capable of providing comprehensive events management, photography and videography services to support EACOP’s activities, events and engagements in Tanzania. The scope of services shall include, but not be limited to:

• Conduct meetings with the company to understand its vision, brand identity, communication objectives, and specific photography and videography requirements.
• Collaborate on creative concepts and develop ideas aligned with the company’s brand guidelines and messaging.
• Develop a detailed project plan, including timelines, milestones, and deliverables.
• Coordinate photography and videography schedules with relevant departments and stakeholders.
• Arrange necessary permits and permissions for on-location shoots.
• Provide professional photography services tailored to the company’s requirements, including event coverage, corporate headshots, team photos, and other corporate photography needs.
• Capture key moments through a combination of candid and posed shots while maintaining consistency in style and quality.
• Provide professional videography services, including filming, editing, and production of high-quality cinematic video content.
• Incorporate company messaging, logos, colors, and other branding elements into photos and videos where required.
• Provide live streaming services for company events and activities where required.
• Perform professional post-production activities, including image retouching, color correction, video editing, and final enhancements.
• Ensure all visual content aligns with the company’s branding guidelines and communication objectives.
• Provide drafts for review and incorporate feedback before final delivery.
• Deliver final edited photos and videos in various formats suitable for the company’s intended use.
• Ensure timely delivery of all agreed deliverables according to the approved schedule.
• Organize, securely store, and provide access to digital files through an online platform for easy viewing and downloading.
• Ensure compliance with copyright laws and intellectual property rights.

MINIMUM REQUIREMENTS:
This procurement is RESERVED exclusively for 100% Tanzanian-owned companies in accordance with the
applicable Local Content Regulations. Only companies meeting this requirement are eligible to participate in this Expression of Interest. Companies or organizations expressing their interest shall submit the following supporting documentation to demonstrate their eligibility, capability, and capacity to provide the required services:

• Company profile providing a clear description of the company’s experience, expertise, organizational structure, technical capability and capacity to deliver the required Scope of Services.
• Demonstrated experience in providing professional photography, videography, preferably for major projects, corporate organizations or comparable operating environments.
• Evidence of successful completion of similar assignments, including reference letters from at least three (3) previous clients.
• A portfolio or showreel demonstrating relevant previous work in photography, videography, video production and event coverage/management.
• Evidence of technical capacity, including professional photography, videography, audio, lighting, live streaming, editing and other relevant equipment, software, facilities and resources required to deliver the services.
• Profiles/CVs of key personnel proposed for the assignment, demonstrating their relevant qualifications, competencies and professional experience;
• Valid Business Licence applicable to the proposed services.
• Certificate of Incorporation and recent Business Registrations
• A current / most recent official BRELA Search document detailing Shareholding structure.
• Proof of registration with the Tanzania Revenue Authority (TRA), including a valid Taxpayer Identification Number (TIN) and the latest available Tax Clearance Certificate.
• Evidence of adequate financial capacity to undertake the anticipated services, including audited or certified financial statements/accounts for the past three (3) financial years.
• Evidence of a QHSE Management system, organization, and process in compliance with applicable Local and Industry standards for similar works.
• Copies or evidence of established corporate policies and procedures covering Anti-Bribery and Corruption, Ethics and Compliance, and Human Rights.
• Proof of registration with EWURA Local Supplier Service Provider (LSSP) database or approved application at the time of submission of the response to this expression of interest is strongly recommended.
• Compliance with Local Content Regulations, 2017 and Local Company definition.

Companies which have the ability, capacity, and resources to implement the activities listed above
should express their interest by sending together with the documents stated in the above section

Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests
should be submitted in English Language.

Note: EACOP LTD will review and assess the documents provided by companies that have expressed
interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies or organizations will be included in the list of pre-qualified companies or organizations.

Only the pre-qualified companies or organizations will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company or organization and maintain its decision without having to give reasons to the company or organization concerned.
