Project background

Action for Health Uganda (A4HU) is a Ugandan non-governmental organisation committed to improving the health and wellbeing of young people. A4HU works with government institutions, communities and development partners to improve access to sexual and reproductive health and rights information and services, prevent HIV and gender-based violence, strengthen youth leadership, and promote sustainable livelihoods.

The project aims to contribute to the reduction of teenage pregnancy and the prevention of HIV among adolescents aged 10–19 years in selected areas of Oyam District. It will empower adolescents with life skills and age-appropriate sexual and reproductive health information, improve access to adolescent-friendly services, strengthen referral and case-follow-up systems, and promote supportive attitudes among families and communities.

AMUKA is a three-year project implemented by Action for Health Uganda (A4HU) in partnership with Deutsche Stiftung Weltbevölkerung (DSW) in Oyam District. From August 2026 to July 2029, the project will support 12,600 adolescents aged 10–19 to make informed sexual and reproductive health decisions and reduce their risk of teenage pregnancy and HIV.

The project will work with adolescents, families, schools, health facilities and community and district structures in project sub-counties.

Role Summary.

The Data Officer supports the AMUKA project’s monitoring, evaluation and learning system by maintaining reliable data-collection systems, verifying and analysing project data, preparing timely reports, and protecting confidential participant information. Working with the A4HU MEAL Coordinator and under the administrative supervision of the Senior Project Officer, the role ensures that evidence is available to guide implementation and accountability.

Purpose of the position

Support the AMUKA project’s M&E system by ensuring data collected across all implementation points is accurate, timely, complete, and used to inform decision-making, while safeguarding the confidentiality of participant information.

Main responsibilities

  1. Data Collection Systems and Tools
    • Set up and maintain project databases, indicator trackers, data-collection tools, and reporting templates aligned with the project’s logframe/results framework.
    • Adapt and update tools as indicators, reporting formats, or donor requirement changes, in consultation with the MEAL Coordinator.
    • Guide and refresh project staff, mentors, teachers, peer educators, and other data collectors on correct tool use, including periodic on-the-job coaching and troubleshooting.
  1. Data Management
  • Receive, check, clean, enter, and securely store data from schools, clubs, outreaches, health facilities, and community structures.
  • Maintain participant, activity, and referral records; support authorized staff to track whether adolescents referred for services (health, psychosocial, legal, or economic) actually receive them, and flag unresolved referrals.
  • Check data for completeness, accuracy, consistency, timeliness, and duplication at point of entry and before consolidation; follow up discrepancies directly with responsible field staff and document corrections made.
  1. Reporting and Analysis
  • Prepare monthly and quarterly performance summaries showing progress against targets, disaggregated as required (age, sex, location, category), and highlighting gaps or bottlenecks needing action.
  • Provide verified figures, tables, and data visualizations for donor, government, and management reports.
  • Support the M&E Officer in interpreting trends and flagging red flags (underperformance, data anomalies, stalled referrals) ahead of reporting deadlines.
  • Disseminate feedback on project progress to both internal and external stakeholders
  1. Quality Assurance and Learning
  • Support data-quality assessments (DQAs), supervision visits, surveys, reviews, and evaluations, including field verification of sampled records.
  • Track and follow up on corrective actions arising from DQAs or audits until closed.
  • Participate in review meetings and contribute data-based input to program adaptation discussions.
  • Ensure 100% upload of all project reports and documents are well maintained on A4HU’s Knowledge Management System (KMS) and WebMO.
  1. Data Security and Protection
  • Maintain secure electronic and paper filing systems, regular backups, and controlled/role-based access to sensitive records.
  • Apply strict confidentiality protocols to personal information, especially data relating to children/minors, HIV status, pregnancy, and violence or protection cases including secure storage, restricted sharing, and informed consent/assent documentation where applicable.
  • Report any data breach, loss, or unauthorized access immediately per the project’s data protection and safeguarding policy.

 

General responsibilities

  • Follow A4HU policies, the staff code of conduct and procedures for safeguarding, child protection, prevention of sexual exploitation and abuse, fraud prevention and confidentiality.
  • Treat all adolescents and community members with respect and promote gender equality and disability inclusion.
  • Use project resources responsibly and keep complete records.
  • Carry out other reasonable project duties assigned by the supervisor.

 

Required qualifications and experience

• Bachelor’s degree in statistics, biostatistics, population studies, public health, monitoring and evaluation, information systems or a related field.

• At least three years of relevant experience in project monitoring, data management, analysis, and reporting.

• Good working knowledge of Microsoft Excel; experience with KoboToolbox/ODK, DHIS2, Power BI, SPSS, Stata or similar software is an advantage.

• Experience checking data quality and supporting field staff to complete monitoring tools.

• Understanding of confidentiality, data protection and safeguarding when working with children and sensitive health information.

• Good analytical, organisational and communication skills, with attention to detail.

• Fluency in English; ability to communicate in Lango/Luo is an advantage.

• Motorcycle riding skills are an advantage.

• Willingness to travel regularly within Oyam District

Contract conditions

This is a full-time position based in Oyam District. The contract may be renewed during the project period, subject to satisfactory performance, available funding, and A4HU policy. Appointment is subject to satisfactory reference and safeguarding checks.
