Job Summary

Health Access Connect (HAC) is seeking an experienced Human Resource (HR) Consultant to provide short-term, hands-on HR support to the organization. The Consultant will work closely with the Operations Director and existing staff to strengthen HAC HR systems, policies, and day-to-day people-management processes, while building the capacity of existing staff to sustain these improvements after the assignment ends. The consultancy is based in Kampala, with the possibility of occasional travel to field locations where HAC operates.

Key Duties & Responsibilities
The HR Consultant will provide HAC with practical, hands-on HR support and technical
expertise, working across recruitment, records management, policy development, payroll
support, performance management, employee relations, and staff capacity building. The
Consultant will also deliver specific consultancy outputs to strengthen HAC HR systems for the
long term.
Recruitment & Onboarding
  • Handle the recruitment process (posting job adverts internally and externally, conducting interviews, carrying out reference checks, and onboarding new candidates)
  • Review and harmonize job descriptions and organograms across departments to ensure consistency and clarity of roles
  • Refine standardized recruitment tools (interview guides, scoring sheets, offer letter templates)
Employee Records & Documentation
  • Gather and maintain employee personal records both in hard and soft copies and ensure the records are up to date
  • Draft staff, consultant, and volunteer contracts and support them in understanding the details therein
  • Conduct an audit of existing personnel files and contracts for completeness and legal compliance
HR Policies, Compliance & Systems
  • Spearhead the review, development, and implementation of HR initiatives and policies
  • Conduct a comprehensive HR policy and systems audit against the Uganda Employment Act (2006), NSSF regulations, and NGO Bureau requirements
  • Update HAC HR Policy Manual, covering areas such as recruitment, code of conduct, disciplinary procedures, and staff welfare
  • Review and strengthen HAC Safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA) policy and procedures
  • Review employment and working conditions to ensure legal compliance and handle staff welfare
Payroll & Benefits Support
  • Compile HR data relating to payroll processing by recording new hires, transfers, terminations, changes in job classifications, salary increases, and other adjustments
  • Support the update of monthly payroll information and share with the Finance team; support the sharing of pay slips with staff
  • Follow up on medical insurance by advising employees on eligibility, verifying submissions, and notifying employees of approvals or changes
  • Advise on a basic salary structure / pay scale benchmarked against comparable NGOs in Uganda
Performance Management
  • Support performance management processes by assisting with performance appraisals, tracking objectives, and supporting Performance Improvement Plans (PIPs)
  • Facilitate employee training and development by organizing training programs
Employee Relations, Welfare & Discipline
  • Support the management of disciplinary and grievance issues
  • Track and maintain a leave database for staff, including time taken off or any other holiday
  • Support staff members by providing official employment documents required by third parties (e.g. banks and other financial institutions)
  • Handle exit administration, and ensure that staff exiting have handed over all required assets; communicate to staff regarding exiting staff
Consultancy Deliverables
• Submit a brief inception plan at the start of the assignment outlining priority areas and
timelines
• Submit a comprehensive handover report and set of recommendations at the end of the
consultancy, including all developed policies, tools, and templates
Qualifications, Technical Competences,
Skills, and Experience
Required
  • Bachelors degree in Human Resource Management, Business Administration, Social Sciences, or a related field
  • Postgraduate diploma or professional certification in Human Resource Management (e.g. HRMU, CIPD, SHRM) is an added advantage
  • At least five (5) years of progressive HR experience, preferably within the NGO or nonprofit sector in Uganda
  • Demonstrated experience conducting HR audits, and developing or reviewing HR policies and manuals
  • Sound working knowledge of the Uganda Employment Act (2006), NSSF regulations, PAYE, and other applicable labor and tax laws
  • Experience developing or strengthening Safeguarding and PSEA policies is an added advantage
  • Experience with recruitment, contract drafting, payroll data management, and employee records management
  • Excellent report writing, documentation, and oral presentation skills
  • Ability to work independently, deliver within a short timeframe, and transfer knowledge effectively to existing staff
  • A team player with excellent interpersonal and communication skills, and high standards of confidentiality and integrity
Preferred
  • Membership with the Human Resource Managers Association of Uganda (HRMAU) or an equivalent professional body.
  • Experience working with small to medium-sized NGOs on HR systems strengthening or organizational development.
  • Experience with HR software, personnel databases, or digital record-keeping tools
  • Excellent spoken and written English language communication skills
Compensation
This is a short-term consultancy engagement. The consultancy fee has not yet been determined
and will be discussed with shortlisted candidates. Any pre-approved field travel expenses will be
reimbursed by Health Access Connect in line with its travel policy. Candidates must submit their
proposed consultancy fee / rate in their application.
