Key Duties and Responsibilities:

  • Implement the project procurement plan.
  • Ensure adequate publicity for business opportunities through the preparation, publication, and periodic updating (when applicable) of general procurement notices.
  • Review protect Bidding Documents and ensure compliance with EDCF and PPDA guidelines.
  • Solicit requests for consultancies, goods, and works.
  • Participate in the evaluation of bids.
  • Assist m the preparation of draft and final Bid Evaluation Reports and contracts for goods, works, consultancy, training provision, and non-­consulting services procured.
  • Support the preparation of documentation required to certify progress, conclusion, or acceptance of goods, works, consulting and non­-consulting services, and training.
  • Organize the acceptance of the goods’ customs clearance and ensure the secure delivery of the goods to the appropriate final destinations.
  • Establish and maintain complete and accurate procurement records, including all actions and documents, for review by stakeholders, the Project Steering Committee, and supervisory missions.
  • Keep procurement documents and records,
  • Submit timely reports to the supervisor

 

Qualifications, Skills and Experience:

  • A master’s degree in procurement and supply chain.
  • An honors bachelor’s degree in procurement and supply chain
  • Other Requirements
  • Should be a member of CIPS.
  • Experience
  • At least eight (8) years’ experience in a procurement role, three of which should be at the level of Principal Officer or equivalent at a reputable  organization.
  • In-depth knowledge of regulatory laws, policies and practices in public procurement
  • Excellent understanding of public procurement regulations and processes.
  • Contract management experience;
  • Honesty and integrity;
  • Computer literacy;
  • Interpersonal & communication skills.
