Head of Training (ATO)- Uganda Airlines

1.Job Purpose

The Head of Training is responsible for the overall development, implementation, and oversight of all training programs within the Approved Training Organization. The Head of Training ensures that theoretical knowledge instruction, practical training, and skill assessments are effectively integrated, standardized, and continuously improved. The role includes supervision of instructors, evaluation of student progress, and the authority to conduct or delegate student proficiency checks. The Head of Training ensures that all training activities meet the regulatory standards of the Uganda Civil Aviation Authority (UCAA) and the strategic objectives of the ATO.

Key responsibilities

  •  Ensure the integration and supervision of all theoretical and practical training programs.
  • Develop and deliver training curricula that meet UCAA regulations and internal organizational standards.
  • Provide the Accountable Manager with gap analyses for training resources, including facilities and personnel requirements.
  • Supervise Chief Instructors and training staff, ensuring their qualifications, performance, and standardization meet regulatory and organizational requirements.
  • Evaluate training effectiveness and implement improvements based on trainee feedback and assessment outcomes.
  • Monitor and oversee instructor training programs to ensure competence and compliance.
  • Ensure training records for instructors and trainees are accurately maintained and easily retrievable for audits.
  • Submit required training documentation and reports to the Authority for approvals and oversight.
  • Maintain constant surveillance of all training programs to ensure ongoing compliance and quality standards.
  • Oversee the scheduling of all training activities and ensure resource optimization.
  • Liaise with the UCAA regarding training program approvals, regulatory changes, and compliance requirements.
  • Promote a culture of continuous improvement, standardization, and professional development within the training team.

Education and Experience

  • Hold or have held an Airline Transport Pilot License (ATPL) or an equivalent license recognized by ICAO.
  • Proven track record in training oversight, regulatory compliance, or operational management.
  • Holder of a Competence Based Training Certificate.
  • Minimum of 25 years’ experience in diverse aviation operational environments, with proven leadership and management capability.
  • Proven experience on any of the Uganda Airlines fleet.
  • Demonstrated experience as a Head of Training, Chief Instructor, or equivalent regulatory-approved postholder in a flight training environment.
  • Competence in strategic planning, budgeting, and resource management.
  • Ability to liaise effectively with regulators, airlines, and industry stakeholders.
  • Certification in Aviation Safety, Quality, or Compliance Management.
  • Experience as an approved Head of Training in any recognized Institute is an added advantage.
  • Proven experience conducting student skill tests, proficiency checks, or equivalent assessments as a check pilot, examiner, or regulatory delegate (or demonstrable capability to perform such functions).
  • Completion of an Instructional Techniques/Train-the-Trainer course.
  • Management training and proven ability to lead diverse instructional teams.
  • Strong technical competence in training methodology, flight operations, and regulatory compliance.
  • Excellent communication, leadership, and interpersonal skills with the ability to manage both instructors and students effectively.
